In terms of the Oscars, some terrible movies often receive the awards. In terms of, one of the worst movies to win the award recently. It's The Departed, while it's entirely my opinion; it was one of Scorsese's most mediocre flicks, in fact only Gangs of New York beats it, by being completely unwatchable. Not to mention that the plot at times seemed to be so muddled on the very inane that it tripped up over itself and last but not least, it was just a cheap American remake of the Hong Kong flick, Infernal Affairs.
Add insult to injury, other than the Rolling Stones and the Beach Boys tracks, the soundtrack only degraded the movie even further.

In the perfect world, it wouldn't be the reason for winning an oscar.
I'm not really surprised it didn't win, it had some seriously stiff competition at the Box Office that year. Rocky was truly epic, and All the President's Men being also a really great flick.
I think only 1974 was more disappointing for the Best Picture award, while Godfather Part II was great, so were Chinatown and The Towering Inferno.
